Nope, it's probably just a bug. The Rifter & frigate combat are hand-in-hand, and people use them as the go-to frigate half the time at least.

Get a Retriever as fast as you possibly can, and from there get a Hulk (Or Covetor if you blew all your cash). Tanking in a barge/exhumer is relatively useless compared to moar cargo room, AS LONG AS YOU ARE ALIGNED TO A STATION AT 75% IMPULSE ...
